Hodlevska A. Formation of the instruments of regional development in Ukraine

The dissertation is devoted to the development and justification of the conceptual basis of formation of regional development instruments and practical recommendations for improvement of their effectiveness in terms of social and economic instability; studying the theoretical foundations of regional development instruments in the region the conceptual and categorical apparatus is developed, the essence of basic concepts is formed, the types of instruments of regional development are defined, and the substantiation of approaches and principles of their formation are described; the methodological approach to assessing the efficiency and effectiveness of the process of social and economic development of the regions is improved, the positioning of the regions of Ukraine are implemented according to the main stages of the methodology, the effectiveness of state programs in the regions of Ukraine is analyzed, in particular on the example of Cherkasy region; the necessity of using the program management as a tool for regional development is grounded, the standard model of social and economic development program of the region is created, the implementation of strategy of regional development on the basis of network planning and results-oriented budgeting is improved, the proposals to improve and enhance the effectiveness of tools implementation for strategic planning of social and economic development of the regions are described.
