Kornets'kyy A. Regional policy for small business development

The thesis is devoted to the scientific motivation of theoretical and methodical approaches and the development of scientific recommendations for regional policy for small business development in Ukraine. The economic essence of small business in the region and the role of regional policy for small business development in the state regulation of small business are emendated. The author vision of regional policy for small business development is given. The concept of regional policy for small business is worked out. A statistical analysis of the main indicators of small business Ukraine and regions is made. The performance numbers of small businesses that have the highest correlation with the income as the main indicator of development are researched. Investigated performance numbers of small businesses are represented as indexes. Indexes are used to calculate the proposed generalizing integral index of small business development in regions of Ukraine. Regions of Ukraine are grouped by the development level of small business. The methodical approach to the evaluation of the impact of policy measures for small business is proposed. Models of regional policy for small business development for each of the groups are created. The estimated impact of policy measures for small business is calculated. A prediction of small businesses performance is made by the method of scenarios.
