The thesis is a comprehensive research of the system of the Soviet social insurance in period from 1922 to 1933. It is based on a wide range of diverse sources, which allowed showing the economic, political and social conditions, which formed a network of social insurance, her possibilities and prospects. In research the disclosed organizational and functional construction of the central, republican and sectoral bodies of social insurance; determined basic features of territorial and sectoral structure of the social insurance system, displaying ideological foundations of the Soviet Institute of Social Insurance; the reflected the main trends and forms of training staff the insurance agencies; the characterized of educational and promotional activities in the field of social insurance; the studied the features of insurance workers institutions and enterprises of the USSR abroad.
