Sydoruk I. Development and implementation of the small business regional support programs

Object of study: the process of small business support at regional level. The aim of the thesis is to deepen the theoretical foundations and the development of guidelines to improve the process of formation and implementation of regional programs to support small businesses. Theoretical and methodological principles of government support for the small business at the regional level have been analyzed, and the role of the small business in the region’s economy, its functions, advantages and development threats have been explained. Major ways for improvement of the small business regional support have been outlined: additional sources of funding, clusters, partnership between public and private entities, uniform regional licensing policy. With the view of enhancing the efficiency of the small business regional support programs it is hereby suggested that the project approach be employed. Methods to calculate the efficiency of the projects under the small business regional support program have been developed using the comprehensive economical index which allows for the budget, economic, social, innovative and eco-efficiency.
