Essay

The object of study: the processes of functioning and development of cross-border labor markets. Objective: development of theoretical and methodological foundations of improving the organizational-economic mechanism of ensuring the development of cross-border labor markets for improving the competitiveness of cross-border regions. Methods: theoretical generalization and comparison, economic-statistical, sociological, comparative and graphical analysis, systematic analysis, structural and logical analysis, analysis and synthesis. The novelty: for the first time the essence of the processes of cross-border labor para-circular migration, which unlike a daily circular migration "village-town-village", covers regular short trips on short distance from the place of residence with the purpose of employment across the border, improved conceptual-categorical apparatus in terms of defining the essence of the concept of "cross-border labor market", classification of cross-border labor para-circular migrants in the cross-border area for the duration of stay on the other side of the border, methodical approach for ensuring competitiveness of cross-border region, which, unlike the existing ones, based on the convergence of mechanisms for ensuring the development of cross-border markets labor and in convergence, complementarity and joint mechanisms of functioning of regional labor markets. Scope: in amending the laws of Ukraine, including the Law of Ukraine "On trans-border cooperation", "On employment" and the draft Law of Ukraine "On external labor migration" and in the activities of local governments, employment centers and other sub of objects of cross-border labor market of Lviv City Employment Center, Odesa Regional State Administration, National Agency of Ukraine on Civil Service, of the Main Department of Economy of Ivano-Frankivsk Regional State Administration, in education process of Lviv National Forestry University of Ukraine.
