The features of administrative-territorial structure and socio-economic development of Ukrainian territories are determined. Methodological support for territories development unevenness and depressive state is analyzed. European and domestic experience of the administrative-territorial structure reformation is generalized. Methodical support of territories development unevenness and depressive state on the basis of administrative-territorial structure reformation that takes into account requirements to administrative-territorial units parameters and forming growth points. Evaluation of territories depressive state signs for administrative-territorial component, economic component, social-demographic component and labor market component is proposed. Methodical approach to the base level administrative-territorial unit that takes into account the complex requirements for the population size, powers of local government, formation of viable communities and uniformity of administrative- territorial structure and socio-economic development is elaborated. Methodical approach to the definition of depressive territories and the list of administrative-territorial structure components is improved.
