The thesis introduces the scientific and methodical approaches and practical recommendations on regulation of social and economic development based on agglomeration processes. Introduced methodology of the region development evaluation enables the implementation of new areas of the target scenario of the region development that lie in consideration of agglomeration and peripheral types of settlements. Scientific developments make it possible to evaluate potential of the region settlements, establish the basic components of development and presence of economic basis of social guarantees, demographic growth, material and financial base in the territories; identify major trends and take them into account when developing regional programs and strategies based on existing social and economic status.
