Bohatchyk L. Organisational-economic grounds for regional clusters formation.

The thesis tackles the problem of elaboration of organizational-economic basis and practical recommendations as to the formation of regional clusters. Economic content of clusters has been revealed, their role in management of innovational development of regional economy has been defined. Grounds and principles of clusters formation in social-economic sphere have been systemized, characterized and supplemented. The components of mechanics of clusters formation in the developed countries of the world have been defined; comparative analysis of methods regional clusters identification has been conducted.Active approaches to the realization of clustersation policy in regions of Ukraine have been analyzed; the priorities of regional programs application as an integral part of territories cluster potential formation have been defined. The analysis of the formation of social-economic system competitive advantages has enabled to identify proto-clusters in Khmel'nyts'kyy region and evaluate subcluster-forming potential of the region. The author has elaborated scientific-methodological approach to the formation of regional clusters which envisages the creation of mechanisms of enterprises structures cluster unions formation in correlation with regional development strategy. The definition of institutional grounds of cluster project development has promoted the creation of algorithm of cluster project expertise. Simulation of clusters influence on the development of region's economy has enabled to provide elasticity of clusters correlation with other parties in inter-regional enterprises networks.
