The thesis investigates the problem of regional differentiation of the characteristics of creative and innovative activities and is made to ensure the development of methodological assessment of the level of its development of the regions in Ukraine.Developed methodical maintenance assess changes in the level of development of creative and innovative activities in the regions of Ukraine, which is based on a composed transition matrix characteristics input (that includes all the existing potential of the region) i output (including the results of operations), and allows to make the forecast of the transition region to another class.Improved methodical approach to determining the locations of regions of Ukraine in the global innovation space which is based on a system of indicators.Amended classification of regions of Ukraine on the basis of their state of innovation development and taking into account the creative component.The essence and content of the creative component of innovation, which are the main characteristics of the percentage of the population with higher education and vocational education; employment in the service sector activities based on knowledge and the number of employees in the field of science and technology that has allowed to determine the place of regions of Ukraine in the European innovation space.The methodical approach to the assessment of the level of development of creative and innovative activity in regions of Ukraine, which is based on the condition and the specifics of their economic systems.
