The thesis is devoted to the substantiation of theoretical principles and development of practical recommendations of small business development stimulation in the region.The essence of small business and its importance as an integral part of the regional socio-economic system are defined in the context of substantiation the theoretical principles of small business development stimulation in the region. The conceptual approaches are substantiated, fundamental principles are defined and the tools of small business development stimulation are systematized. The research of foreign experience allowed identifying key components of regional small business development policies in developed countries. Methodical approaches are developed, whereby the diagnostic of small business development level, its impact on the regional socio-economic situation and preconditions of its development is carried out. Main attention is drawn on the development of small business development factor model, justification the choice of strategies and tools of its development stimulation, among which focus is primarily on growth poles formation and implementing import substitution policy in the regions of Ukraine.
