The dissertation is devoted to improving the theoretical and methodical positions and practical recommendations on the rating and analysis of socio-economic development.The scientific and methodical approach to rating evaluation of socio-economic development of the region by identifying local rating assessments of the economic, social and environmental components is developed. That allowing to carry out a thorough diagnosis of the region to analyze the factors that have a dominant influence on the formation of ratings and to identify priority areas rating management.The model of decision-making in the management of region's socio-economic development on the basis of the rating assessments regions is developed. It is possible to create complex of management alternatives for achieving the objectives of rating management, and assess the possible implications of the various options for management decisions, based on the resulting vector elements are determined by comparing the effects and costs, associated with the implementation of alternative management decisions.A scientific and methodical approach to developing the future strategy of socio-economic development of the region is offered, what allowing to carry out the development of prediction models of rating the attractiveness of regions. The implementation of which is aimed at determining the optimal set of management solutions, and to create scenarios of the region based on the rating evaluation and forecasting.
