The dissertation is dedicated to the theory and empirical definition of socio- psychological peculiarities of evaluating managers in the field of public administration. Approaches to the evaluation of public servants are presented in complex. The notion of employee evaluation is detailed from the point of view of social psychology. Socio-psychological issues of evaluating public servants are highlighted. A socio-psychological model of evaluation of managers in the field of public administration is developed. Empirical evidence is presented on socio-psychological peculiarities and factors of evaluating managers in public administration, the correspondence of managers to social expectations, and the consistency of employee assessments. The method of socio-psychological evaluation of a public administration manager is developed and empirically proven. An index of professional competence of mid-level public administration managers is proposed and used for the first time for evaluation purposes. The index combines self-assessment and the evaluation of experts occupying different positions and takes into account the degree of consistency of these assessments.
