Considered a theoretical principles forming of motivational mechanism. Was refined the essence the concept "motivational mechanism interaction of the regional economy." It is proved that an effective motivational mechanism includes economic, organizational and administrative tools. Based on the Maslow's A. theory hierarchy of needs was proposed by typification of mo-tives regional cluster as a "pyramid of needs of regional cluster", stages its formation. It was determined the status and trends of the building complex Odessa region. There were statistical clustering areas of Odessa region. Formed principles of building a database for information sup-ply concession projects. Developed the concept of evaluating the effectiveness of concession projects through the use of criteria for evaluating the attractiveness of concessions.
