Essay

The study revealed the place of human rights policies in the foreign policy strategy presidential administrations of J. Carter, R. Reagan, G. H. W. Bush for the USSR. This dissertation details and explains the role assigned by the presidential administration of human rights policy and its implementation methods. Furthermore, it explores how American officials, members of Congress and Western private citizens, exploited the language of Final Act (Helsinki Accords) to forge a transnational network committed to globalizing the issue of Soviet human rights violations.
