Essay

The thesis is devoted to the development of scientific foundations and practical recommendations for formation of the optimal spatial distribution of the secondary schools network across regions of Ukraine with the consideration of regional social and economic indicators. The research outlines two basic approaches in the arrangement of the secondary schools in the developed countries: depending on the concentration of population, as well as nearby universities in order to provide specialized education. It is proved that in developing countries, the establishment of the secondary schools network can be arranged in all localities with the aim of total coverage of citizens with secondary education; to enhance the quality of education - in selected localities; for the development of secondary education - in parallel with the pre-school education institutions. It was found that theories explaining the placement of industrial facilities significantly differ from theories determining the placement of educational institutions according to the purpose of the placement, centralized or decentralized accommodations, concept developer, the level of development of the country and the purpose of forming the theories. When determining the role of territorial institutions of secondary education in the development of the productive forces, economic interpretation of the productive forces was developed. Absolute and relative productive forces were singled out. The existing problems of territorial distribution of secondary education in Ukraine were investigated. Conceptual approaches to optimization of the territorial organization of institutions of secondary education under the influence of regional social and economic factors were elaborated. Methodical bases for decisions on closure of secondary education through prudent conceptual cost approach were developed. Social value of institutions of secondary education was offered to define. Methodical approach to optimizing the territorial organization of institutions of secondary education, which provides the minimum amount of total expenditure on their maintenance at the maximum level of social significance, was presented. Calculated integral index of institutions of secondary education in the social and economic environment of the region arranged Ukrainian regions in a matrix of educational districts. .
