Essay

The dissertation is devoted to resolve an actual nowadays problematic scientific task - to increase a level of education quality in Higher Educational Institutional (HEI), using the intellectualization of control actions forming processes for HEI Educational Process (EP) adjustment with support of Information-Analytical System, which plays a decision making role in reaching an education quality in HEI not lower than the given. Dissertation is solving a task of searching and explanation of criteria, which influence on organization of EP in HEI.. Also it was reported a conceptual design of a Quality Management Model for HEI Students' Performance. This model has been theoretically founded from the standard ISO 9001 IWA 2:2007 guidelines recommendations. The additional aim of dissertation was to elaborate a group-based decision making support system for helping HEI managers to support and lead towards adequate quality management decisions with the ultimate goal of achieving satisfactory students' performances. For the first time a mathematical model of EP in HEI organization and conducting evaluating is developed. Its content is in representation of EP in HEI in a form of united system blocks using dynamic links with corresponding transfer functions and parameters. It is differs from others, because a mentioned mathematical model represented using state-space method. On the base on information technology the methodic of HEI education level evaluation is also developed. For it realization a technical decisions, which developed using Java programming language are proposed.
