The essence and characteristics of labour resources in the region are determined, international experience of human resource management in the region in terms of rising external and internal threats is systematized, methodological approaches to evaluating the effectiveness of human resource management in the region are identified.We have suggested a method of ranking evaluation of the effectiveness of human resources management in the regions, based on which the effectiveness of the human resource management of the regions is assessed on the basis of their ranking on the following indicators.
