The dissertation deals with the professional staff training for the Bulgarian state at the Russian Empire (1878 - 1915). It was found that the theme until now has not found the adequate coverage in the scientific literature, and therefore it is relevant. The sources are sufficiently representative for a full and comprehensive coverage of the subject. In the dissertation is analyzed the role of the Provisional Russian Administration in Bulgaria in the Bulgarian state formation. Important role in this activity V. Cherkassky and O. Dondukov-Korsakov have played. The professor of Kharkiv University M. Drinov was the founder of the Bulgarian Ministry of Education. The formation of the Bulgarian Army began in 1877. In this year was created Bulgarian militia. In 1878 it was transformed in Zemstvo army. Large number of Bulgarian militaries studied in the Russian Empire. Basic military schools were in St. Petersburg, Kronstadt and other. It is found that during 1878 - 1915 a military education in Russia gained more than 400 Bulgarians. Eight future military Ministers of Bulgaria studied here
