Grytsai S. Social policy of the Russian Federation: the formation and development stages (1991-2011)

For the first time in the dissertation, basing on historiographical sources and scientific literature has analyzed the transformation of social policy of the Russian Federation at a crucial period in history from 1991 to 2011. Is defined the main tendencies of evolution of social policy during the presidency of Boris Yeltsin and the changes in the model of social development in the conditions of liberalization the socio-economic system under President Vladimir Putin. In the scientific study based on historical analysis of the process of formation and evolution of social policy specifies the main stages of Russian social policy during 1991-2011 years. The State takes appropriate measures for the modernization of social sector that have positive and negative consequences for society. The author identifies two main stages in the evolution of social policy of the Russian Federation: the first - from 1991 to mid-1999, the second - the second half of 1999 - to 2011.
