Essay

The object of the research is the processes of reducing the time costs for bringing video information using on-board telecommunications facilities; the purpose of the study is the development of a method for reducing the time required for the delivery of video information of remote aeromonitoring with a given level of quality on the basis of technology of effective syntactic images and representation; research methods - methods of the theory of coding and digital image processing, methods of the theory of operations research, methods of mathematical statistics; the results of the theoretical significance of the work will be in the further development of methods for increasing the efficiency of the transmission of video data from on-board aeromonitoring complexes; practical value-the intensity is reduced at a given signal-to-noise value by an average of 35% -51% in comparison with the JPEG methods, at a given intensity level, the video data transmission time is reduced by an average of 1.35 times in comparison with the JPEG and JPEG2000 highly saturated aerial photographs and 1.8 times weakly saturated images; novelty, the method of two-gradional selection of the components of transforms based on the adaptive threshold was further developed, the method of efficient coding of aerial photographs based on the Haara transformation was first developed, the method of reducing the time spent on bringing information on the basis of effective presentation of video frames was further developed, the introduction of the Kommunar, in the educational process of KhNUPS; field of use-telecommunications.
