Essay

Thesis work is devoted to the theoretical issues grounding and practical recommendations development in terms of the depressed territories' budgetary regulations in the system of socioeconomic security. The theoretical grounds of the research of the depressed region essence are substantiated, its role in the system of socioeconomic security is determined. The conceptual approaches are specified, the major aspects are outlined and the negative factors of influence on the socioeconomic security state in the depressed region are systematized. The system of budgetary regulation of the depressed region socioeconomic security is studied. Methodical approaches are developed, according to which an estimation of the level of budget support of depressed regions in the system of social and economic security was conducted. Significant attention is paid to the development of a strategic reference for the rehabilitation of the depressed region and the socioeconomic architecture of the growth poles. The regional model of the formation of the optimal structure of the depressed region economy, which corresponds to the post-industrial type of development, elaborates the criteria of formation, generalizes the target objectives and systematizes the tools of stimulating the innovative activity of the economic entity. The system of depressed regions' budgetary regulation has been improved at the stages of formation, distribution and use of financial resources, which, as a single set, will increase the level of budgetary support and create a financial basis for supporting the growth points of depressed regions.
