The thesis is devoted to the development of scientific-methodical and practical approaches to reforming housing and communal services. Housing as a complex system is an integral part of a territory as its reform and further development is considered in conjunction with socio-economic programs and development plans of the area. The basis of the reforms is a new management model based on the process enhance the innovative capacity of the system, a flexible combination of interconnected components - industrial-technological, organizational, managerial and Reformation. In practice, housing reform the expediency consideration regional and sub-sectoral peculiarities of the cost of housing services, focusing on the structure of the cost subsidized conditions, profitability, debts population. On this basis, the author based conceptual model of regional tariff policy and monitor its implementation, which is part of the overall reform process.
