The results of decision of important scientific task are reasoned of theoretical positions and development of practical recommendations in relation to providing of functioning of tourism complex of region. The theoretical approaches are improved in relation to systematization and structuring of territorial-spatial units in a tourism sphere; a concept "tourism complex of region" is distinguished and complemented. The analyzed member wise structure of present resource base and its influence on the result of functioning of regional tourism complexes. The mechanism which provides the functioning of tourism complex of region is reasonable by forming of tourism type and creation of co-operation between state and private sectors with the purpose of advancement of regional tourism product. Scientifically-methodical approach is worked out on the basis of the improved classification of tourism in relation to the rate estimation of attractiveness of the tourism complex by the regions
