Essay

The author's approach to the definition of "socio-economic development" as an institutional basis for the development of the regional system is proposed in the dissertation. The genesis of theories of regional development has allowed to distinguish its postulates: ensuring economic efficiency and social justice in the distribution and use of GRP; ensuring the competitiveness of the region; ensuring reproduction of socio-economic spheres of the region and socio-economic security of the region. The current global trends in the field of territorial management are determined and the necessity of introducing a system of organizational-managerial innovations (OMI), which forms the process of qualitative changes in the development of regions in the coordinates of alternative and effective organizational and managerial measures, which consists of a set of interrelated elements of the system that form the integrity and take into account the influence of various factors in interaction with which its properties are manifested. The scientific and methodical approaches to the introduction of the OMI system have been improved on the basis of the use of system and integrated approaches and the main stages of this process are determined. The grounds for the typology of factors influencing the socio-economic development of the region are substantiated and suggested. A meaningful analysis of the above factors makes it possible to represent domestic comparative and competitive advantages in the development of a separate region. The substantive content of the strategizing has been scientifically substantiated and identified from the point of view of organizing the effective functioning of the system of the OMI, as a multifaceted system management process and a way of self-management development, which makes it possible to systematize and provide an integrated approach to combining separate development management tools with different time horizons. Constructive adaptation of foreign experience is realized in a number of proposals on the use of benchmarking technologies in the coordinates of the OMI system in the organization and use of marketing territories. The complex of mechanisms for the targeted implementation of all elements of the OMI system, which combines regulatory, institutional, financial and economic, information communication mechanisms and the institute of public-private partnership, is systematized and will be implemented by the subjects of regional development in accordance with the plan for implementation of the regional strategy and other regional programs, and as well as decisions of local self-government, which are adopted to achieve the determined goals of development of the region.
