improvement of theoretical and methodological substantiation and development of practical recommendations for the formation of organizational and economic provision of management resources for the development of industry in the region. The essence and content of the concept of the category of resources are generalized, the components of the resources management of industrial development of the region are determined and the theoretical and methodical substantiation of the principles and criteria for evaluating the efficiency of resources management of industrial development of the region is carried out. On the basis of scientific developments and economic practice of Ukraine, the author formulates the main principles for assessing the effectiveness of the resources management of the regional industry development, which determine the conditions for equilibrium state and effective functioning of regional economic systems. The estimation of the level of resource management of the regions of Ukraine was conducted, the present state of the resource management of the industrial development in the Kharkiv region and the external factors influencing the resources of the regional industry development were explored. The paper proposes indicators that characterize the level of resource management of the regions of Ukraine, which can be classified according to the aforementioned areas: economic development; innovation activities and investments; labor market and living standards of the population; transport and infrastructure; entrepreneurship and regulatory environment. The activities of increasing the efficiency of the use of industrial development resources at the regional level are developed and grounded; the economic-mathematical model of resource management for the development of industry in the Kharkiv region is developed and the mechanism for managing the resources of industrial development in the Kharkiv region is developed, the author proposes to consider it as a sequence of interrelated actions or aggregate static elements that provide the opportunity for the adoption and implementation of managerial decisions concerning the issues of meeting the social and economic needs of industry at the regional level. Within the framework of the proposed mechanism, special attention should be paid to the formation of an information and analytical base for monitoring the activity of industrial enterprises of the region in the field of resource efficiency, which will determine the selection of characteristics and indicators, the collection of initial data and verification of their activities.
