Rybak H. Socio-Economic Foundations of Life Quality Improvement of People of the Regions of Ukraine

The analysis of socio-economic indicators the quality of life of the country’s regions population has proved that the economic indicators have certain characteristics related to the differentiation the quality of life of urban and rural populations and the scope of activity and work of citizens in a particular branch of the economy. The conclusion is made about the difference in the material security of the urban and rural population, they are limits the inhabitants of villages and small towns in the possibilities to improve material well-being and quality of life. Methodical approach to assessing the quality of life the population of the regions in Ukraine in the system of international comparisons has been developed. The main economic, social and institutional factors of improving the quality of life the population was defined: social policy of the state, social policy of the regions, strategy of social partnership, diversified progressive development of the individual, the activity of institutions, environmental impact. That determine the deep differentiation the quality of life the population of the regions in Ukraine and actively demand immediate solutions to existing problems. The priority directions of the state policy at improving the quality of life of the Ukrainian population was identified, among which special attention is paid to the legislative consolidation of human rights and human rights to harmonize regional, interregional and national interests, as well as the introduction of unified "rules of the game" in the economic sphere and unified social standards throughout Ukraine taking into account the European principles of subsidiarity, equal rights, social responsibility of regions and the center. The model of improving life quality of the population in the regions of Ukraine has been built. It is based on the method of expert assessments and reflects the most significant factors of life in a certain region. The existing directions of the state policy improving the quality of life the population of regions Ukraine and foreign experience have been analyzed. The influence factors on improving the quality of life the population of the regions Ukraine have been evaluated. According to expert estimates, the priority directions of the state policy improving the quality of life the population of Ukraine have been identified. The model of regional social partnership a tool for improving life quality of the population in the regions of Ukraine has been built, which is based of combining society interests, government, businesses and public organizations of the regions.
