Korneliuk O. Activation of Cross-Border Cooperation of Urban Settlements

The thesis describes the conceptual principles of cross-border cooperation activization, identified urban settlements as centers for the intensification of cross-border cooperation, and developed methodological approaches to the assessment of urban settlements cross-border cooperation. The conceptual framework for the enhancement of cross-border cooperation, based on the use of a set of tools and measures aimed at deepening and expanding of cross-border links through the use of various forms of cross-border cooperation at the international, regional and local levels, has been improved. The analysis of the preconditions for cross-border cooperation intensification in Ukraine and the diagnosis of cross-border cooperation of urban settlements in the region has been carried out as well as the level of cross-border cooperation of urban settlements has been determined. Scientific approaches to the factors definition of cross-border cooperation development of urban settlements have been developed, which, in contrast to the factors of general cross-border cooperation development, are formed in terms of influence on the activation of urban settlements cross-border cooperation. The simulation is carried out, strategic directions of activation of urban settlements cross-border cooperation are substantiated; the organizational and economic mechanism of urban settlements development of in the context of their cross-border cooperation intensification is improved; recommendations on the development of activation of urban settlements cross-border cooperation forms have been developed. The recommendations for formation of activation of urban settlements strategic cross-border cooperation directions are substantiated; their implementation is considered in the context of the implementation of the Association Agreement between Ukraine and the European Union and will promote the adaptation of the regional policy of Ukraine to the regional policy of this association.
