The dissertation is devoted to deepening of theoretical positions, improvement of methodical approaches and provision of practical recommendations on the functioning of the organizational and economic mechanism of agro-industrial complex development of regions. It is based on scientific research schools on structuring the national economy and the role of agricultural sector in the economic development of the essence of concepts "agro-industrial complex", "agriculture development", "organizational and economic mechanism." The trace of the organizational and economic mechanism for the development of agro-industrial complex of the regions is specified.
The component structure of the organizational and economic mechanism for the development of the agro-industrial complex of the regions, based on the use of systemic, synergistic, resource and situational approaches, which, unlike the existing, realizes its effect through methods and functions aimed at interaction of economic spheres in production, distribution, exchange and consumption of food products, which have specific functional features.
It is improved strategic approach to the implementation of organizational and economic measures for the development of the agro-industrial complex of the regions, which takes into account: implementation of valuation procedures, definition of the objects of application of efforts and the composition of management tools for the development of the agro-industrial complex of regions under the conditions of development: vertically integrated agro-industrial structures, leasing relations, scientific intellectual capital.
The conceptual provisions concerning the theory of regional development are formulated based on the concept of the organizational and economic mechanism of activating the development of the agroindustrial complex of the regions, based on the system of general economic and specific principles and provides for the elimination of obstacles to the development of the agro-industrial complex of the regions, which predetermine the activation of the agro-industrial complex development and socio- economic shifts in the regions.
The methodical approach to assessing the effectiveness of the organizational and economic mechanism for the development of agro-industrial complex of the regions has been improved and its experimental and experimental verification has been carried out. The pentagon of obstacles to the development of agroindustrial complexes of the regions was identified, namely the isolation of macro-level obstacles connected with state and regional management and support of the development of agricultural sectors, ecological, logistical, and the economic component of the organizational and economic mechanism for the development of agro-industrial complexes of the regions. The concept of organizational and economic mechanism of activating the development of agroindustrial complex of regions is substantiated.
