Uniha O. Development and regulation of the border region labor market

Theoretical principles of the disclosure of the content and characteristics of the labor market at border region are developed in the thesis. The labor market at border region is defined as a socio-economic system of social and labor relations in conditions of border cooperation. They arise in processes of accumulation, use and reproduction of human resources. The conceptual approach to the regulation of the labor market at border region has been improved. Its essence lies in the study of state, market, collective-contractual impact on the labor market. In this case, spatial and institutional approaches are applied. Methodical approaches concerning qualitative and quantitative estimation of the labor market development at border region based on the integral indicator, regional labor market groupings by development levels are suggested. The economic activity and employment in regional labor markets are characterized. The negative tendencies of these indicators are revealed. The analysis of labor market conditions in Ukraine's regions is carried out. The disproportions between demand for labor force and its offer are revealed. Diagnostics of the labor market development at border region was carried out according to the proposed methodology. The conclusion about the ineffective use of the labor market development opportunities in the region was made, what is associated with its borderline location. Has been revealed that the labor market regulation system in the European Union has program-oriented nature. Based on the European experience, suggestions on improving the regulation of the labor market in the areas of reducing the risks of labor migration and reducing the level of shadow employment is made. Scientific and practical approaches to modeling of the regional labor market development are proposed. In this case, are used tools to assess the demand, supply, prices for labor. The result can be used to forecast changes in the regional labor markets development in Ukraine. Recommendations on the labor market at border region development in the context of the implementation of the Association Agreement with the European Union have been developed.
