Patytska K. Forming of territorial communities’ financial and economic capacity in conditions of implementation of local self-government reform

Object of research: the process of formation of financial and economic capacity (FEC) of territorial communities in Ukraine. Goal: to improve theoretical and methodological principles and to develop practical recommendations on the formation of FEC of territorial communities in the context of the reform of local self-government. Methods: dialectic, system analysis, comparative analysis, abstract-logical, graphical visualization, statistical. Novelty: the conceptual model of ensuring the capacity of the territorial community, which envisages effective formation and use of FEC of all subjects of the economy in community and establishment of systemic interaction between them, methodical principles of diagnostics of FEC of administrative-territorial units of different levels (region, district, territorial community) in the context three components - the effectiveness of budget support, the effectiveness of the use of resources and development opportunities, the ability to independently fulfill the assigned functions and achieve self-sufficiency, organizational and economic approaches to revitalizing the entrepreneurial environment in the territorial communities through the effective use of the powers of local self-government bodies in the area of establishing local taxes and fees, planning and managing land resources, and encouraging entrepreneurial activity of community residents are improved. Scope of application: in the activities of the Committee on State Building, Regional Policy and Local Self-Government of the Verkhovna Rada of Ukraine, the Department of Local Self-Government and the Territorial Organization of Authorities of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, the Territorial Department of the Accounts Chamber in Lviv, Volyn, Rivne, Ternopil, Ivano-Frankivsk and Transcarpathian regions, Ivano-Frankivsk Regional Administration.
