Orlovskyi Y. Regional policy of ecological residential construction development

The dissertation is devoted to the substantiation of theoretical, methodological and practical principles of formation the regional policy of ecological residential construction development. The historical background and the current context of the scientific schools formation within the framework of the paradigm of sustainable development and ecological economy have been revealed. It has been proved that in the context of the reproductive mechanism of the economy “ecologization” as a precondition for the transition to sustainable development the need of creating a new quality of fixed assets and "ecologization" of production and social infrastructure becomes of paramount importance. The author's definition of the term "ecological construction" has been proposed and its peculiarities of development both in the territorial (regional differences) and in the sector (residential construction) context have been revealed. Based on the results of the logical-semantic analysis of the terms "politics" and "development", the extended content of the term "development policy" as a set of political instruments aimed at the process of change that are characterized by purposefulness, irreversibility, and regularity of structural and functional changes in a certain system has been suggested. This approach has allowed us to propose an author's definition of a regional policy for the development of ecological residential construction as a set of political tools for managing purposeful, irreversible, logical and structural-functional shifts in residential construction in the direction of its environmental friendliness. The author's definition of a regional policy for the development of ecological residential construction has been proposed. It has been proved that in the presence of investment-financial and technological constraints, state programs of support for the development of ecological residential construction should be implemented in the first place in regions with a low (relative to the country's average) level of sustainable development. The author's integral indicator of genuine reproduction resources for determining such a target group of regions has been elaborated. The need of specific subgroups of regions identification in this target group has been proved. The author's integral indices to determine these subgroups have been worked out, and three subgroups of regions have been identified, respectively, in their placement in the fields of matrix of the regional policy strategic priorities. The complex of general, as well as of specific, measures and tools of targeted policy of ecological residential construction development for each of subgroup have been proposed. The imitative orientated graph models of sustainable development for each of the three subgroups of the target group of regions (as a result of the introduction of measures of regional policy of motivation and stimulation of ecological residential construction) have been created. Based on these models the scenario forecasting of the systemic implications of the implementation of the regional policy for the ecological residential construction development has proved the economic, social, and ecological effectiveness of the proposed measures and instruments of this policy.
