Prygodiuk O. Formation and development of social infrastructure of the region

The thesis propounds theoretical framework and practical guidance on formation and development of social infrastructure of the region. This research presents the prerequisites for development and the essence of social infrastructure of the region. Scientific approaches towards the definitions of the concept “infrastructure of the region” and “social infrastructure of the region” are systematized. Basic principles are defined and supplemented by specific principles for efficient usage of budget, inclusive growth, priority development of social infrastructure facilities, adaptive usage of incoming information and systematic evaluation. The author determines the system of factors which is further systematized and divided into two groups: endogenous and exogenous. A methodological approach to the analysis of formation and development of social infrastructure of the region that involves the use of economic tools (comparative analysis, integrated assessment, correlation analysis, matrix method) is suggested. This approach is to assess the effectiveness of interconnection and interdependence between the integrated indexes which characterize the development level of social infrastructure of the region and the level of public satisfaction with social services. The approach to forecasting the development of social infrastructure of the region is designed. This paper proposes a new concept for formation and development of social infrastructure of the region that contextualizes system components for formation and development of social infrastructure of the region: development goals and objectives, influencing factors, complementary conditions, resourcing and development program. A conceptual framework of resource provision for formation and development of social infrastructure of the region that is based on the consolidation of system of economic institutions and potential capacity of resource provision (organization and staffing, analytic, information and financial support) is presented. The approach towards the establishment of strategic directions for development of social infrastructure in rural areas that is focused on the mobilization of endogenous sources is grounded.
