Essay

The thesis is devoted to the study of the state policy of the Polish authorities in the field of education in the territories of the Volyn province during the interwar period during the Second Polish Republic. In the course of the study, organizational and administrative peculiarities of the formation of the system of public administration of the Second Polish Republic were revealed. The methods of functioning of central and regional education management bodies in the territory of the Volyn province are thoroughly characterized. The main trends in the activity of these institutions and practical importance for monitoring the functioning of educational institutions are established. The dynamics of the functioning of public and private educational institutions is traced. In addition, the policy of the Polish government on teaching and leading trends in the educational process in educational institutions for national minorities has been analyzed. The specifics of the organization of the primary and secondary level of education in the framework of the implementation of the political program of the government of endekov and during the «sanation regime» are substantiated. So, the policy of state assimilation and prometheism came to replace the national assimilation, propagandized endekamy. The implementation of this policy in Volyn was entrusted to G. Yuzevsky, who started the so-called Volyn experiment. Its strategic goal was the full integration of Volyn to the Second Polish Republic. The ways of realizing his plan voivode G. Yuzevsky saw as closely as possible the interaction of the Volyn lands with other territories of the Polish state, the interpenetration of Polish and Ukrainian cultures. At the same time, the positive effect of his activity in the sphere of education was the development of the system of primary education, manifested itself in the increase of both educational institutions of this level and pupils. Although the reform of 1932 solved questions in the field of education of the preschool, primary, secondary and vocational schools, the educational institutions were already streamlined and structured, while the law did not foresee any changes in primary and secondary schools for national minorities. Thus, all the existing laws on schools of national minorities, adopted in 1924, remained in force. The scientific novelty of the thesis is that for the first time in the national historical science the political strategy of the Polish state in the sphere of education in the territory of the Volyn province in the 20s - 30s XX century has been comprehensively studied. As a result of the scientific work, the principles of the activities of primary and secondary education institutions in Volyn were clarified, the analysis of the function of state educational management bodies and their significance in implementing reforms defined by the Polish ruling elite was more thoroughly analyzed. The importance of the issue of creating a holistic system of school vocational education during 1921−1939 was determined. On the territory of the Volyn province, in accordance with the basic political ideas of Polish officials. The influence on the consequences of the school reform of 1932 on the further development of education and the formation of state policy in the field of interethnic relations, as well as the objective value in implementing the basic principles of the strategy of the state educational program of the Second Rzeczpospolita, is disclosed.
