Lukianov V. Organizational and Economic Bases for the Development of Housing and Communal Services in the Region

The dissertation is devoted to the substantiation of theoretical and methodological provisions and the development of practical recommendations for the development of housing and communal services in the region. The work systematizes the definitions reflecting the economic essence and patterns of housing and communal services development, which is proposed to be considered as the result of the integration of certain spheres of vital activity of the population, functioning of which is aimed at realization of its rights for obtaining quality housing and communal services, as well as determination of forms and methods resource, organizational, institutional and infrastructural provision of this process. The dissertation proposes a methodical approach to assessing the factors and conditions for ensuring the break-even functioning of housing and utilities sector at the regional level and a methodical approach for selecting and assessing the factors influencing the development of regional housing and communal services. Theoretical and methodological substantiation of strategic directions of development of housing and communal services of regions is provided in consideration of changes in dynamic external environment, which creates the basis for development of the region as a system on the basis of public-private partnership and creation of financial-investment mechanism of state support of the industry. The present state and trends of housing and communal services development in the regions of Ukraine are investigated. On the basis of the annual survey of housing and utilities enterprises, a number of factors have been formed that restrain the production of housing and utilities enterprises: financial constraints, lack of demand, lack of labor, lack of raw materials, materials, equipment and other factors. The influence of each factor on the efficiency of the industry is investigated. The organizational and economic mechanism for providing housing and communal services development in the Kharkiv region, consisting of three structural elements: organizational, technical, organizational, economic and economic, has been formed. The author suggested the creation of a regional venture innovation fund for housing and communal services in the region on the example of the Kharkiv region. The main task of creating such a fund is the development of a system of direct investment in innovative processes of housing and communal services development in the Kharkiv region.
