Voichuk M. The Organizational and Economical Principles of the Governance of Sustainable Urban Development

At the thesis theoretical and methodological principles of sustainable uban development are developed. Conceptual principles of governance of sustainable urban development are discovered, which, unlike the present ones, are a modern paradigm of spatial organization of social relations based on the principles of complexity, interdisciplinarity and synergetics, the target orientation of which is the use of existing and potential opportunities for the urban development, it, forming an appropriate level of life quality for present and future generations of its inhabitants. The experience of the European Union in the field of governance of sustainable urban development is considered. The methodical approach to the diagnostics of governance of sustainable urban development is improved, which, in contrast to the available ones, covers the consistent implementation of its conduct: a description of the regional preconditions for sustainable urban development; assessment of sustainable urban development; determining the effectiveness of it governance; modeling and development of directions for increasing the effectiveness of strategic governance of sustainable urban development. The analysis of regional preconditions of sustainable urban development in Ukraine is carried out. It is determined that regional preconditions prevail on the direct influence on the sustainable urban development, which are grouped into four groups – institutional, social, economic, and environmental preconditions. The estimation of the sustainable urban development of Ukraine on the basis of the integral indicator, the calculation of which is based on the analysis and systematization of partial indicators characterizing the social sphere, economic and environmental situation in cities. The results of the calculations have revealed the asymmetry of sustainable urban development in Ukraine. An analysis of the effectiveness of the governance of sustainable urban development was conducted on the example of Lutsk by means of estimation of the main expenditures of the city budget in such directions as: development of social sphere, economic and ecological situation in the city.
