The methods of construction of the autonomous segment of information and calculation real-time system for work in the conditions of critical application, considerable vibrations of loading and origin of extreme situations in the air cluster networks of the made type with the high degree of heterogeneity are developed in dissertation work. It is shown that at the use of statistical approach it is possible to select dependences between the key parameters of network, that enables construction of the control system by quality of service. At the use of key parameters of efficiency of computer network as complex system with the delays of alarm and managing information it is possible to provide the prognosis of its state and decide the tasks of quality management of service in real time. Considered tasks of continuous delivery of air navigation information to the users, organization of linguistic exchange through wireless networks which work under the management of the IEEE 802.11x protocols, taking into account the specific of construction of mobile side network, statistical descriptions of network traffic. The mathematical model of side local network with mobile nodes and sporadic change of structure is developed, when one node go out from the area of action of network, new nodes appear. Calculation formulas for mean time of expectation of requests at memory, middle length of turn and others like that for mixed are shown out – elastic and inelastic traffic. The possible sizes of turns in annex memory of network nodes after the presence of requests (alarm packages) with unlimited time of expectation and requests with the limited time of expectation in turns are expected. As a result of calculations it is possible to elect the maximally possible coefficient of the use of network, at which growth of turn in annex memory is possible. The structures of segments of the air cluster network and local area networks for the systems of critical application, which can serve in basis of construction of the information and calculation subsystem of automated traffic management system, are offered, that the ramified air cluster network with autonomous satellite and aviation airborne network segments. For providing of reliability and fault tolerance of the air cluster network the method of self-diagnostics of autonomous segments of the air cluster network is developed. Due to it necessary vitality of network as complex system is provided, intervals between the moment of origin of disrepair and moment of its exposure due to regular diagnostics of the modules diminish.
