In dissertation work the results of the decision of an important scientific task are received - deepened the existing theoretical positions and developed scientific and practical recommendations on the organization of the functioning and development of territorial communities.The conceptual model of organizational support for the functioning and development of territorial communities has been improved, which contains a comprehensive approach based on this and provides for the selection of strategic benchmarks based on building a pyramid of community development goals. This made it possible to adjust the amount of financing and work planning for the period of the current fiscal year. In the strategic interval of time an adaptive apparatus of financial support of the community has been formed.Organizational and methodological support for the development of territorial communities in Ukraine is developed. It is based on the project approach to overcoming the problems of the development of the administrative territory, contains a conceptual scheme of the organizational and economic mechanism for the development of the territorial community and allows to direct the regulatory policy of the state from the budget support of local communities to the project support of producers.The methodical approach to determining the impact of the decentralization process on the regional economy has been improved. It harmoniously combines the tools of correlation and regression analysis, relies on the dynamics of the state of the economy of regions of Ukraine over a two-year period and allows us to prove that there is a link between changes in the functioning of local communities and the production of agricultural products. The positive influence of the process of association of territorial communities on the activity of producers of agricultural products is determined.The procedure for forming a joint property object of two or more territorial communities has been improved. The expediency of partner relations in the course of realization of projects of creation of infrastructure objects is proved. This allows for the pooling of financial resources of stakeholders to achieve the stated goal.The methodical approach to the definition of the state of regional economic systems in Ukraine is developed. Used cluster analysis tools. This made it possible to prove the unity of the issues of regional development for all administrative territories of Ukraine.The methodical approach to planning of the needs of the territorial community is developed. A matrix for defining the needs of the population based on the collectively accepted scale of evaluation was constructed. This enables to determine the urgency and necessity of providing the population with a certain type of housing and communal services and to determine the procedure for the introduction of the objects of the housing and communal services sector and the amount of their financing.
