The dissertation is devoted to the formation of conceptual foundations and development of theoretical and applied bases of the process of activation of investment and innovation activity in a recession. Research of theoretical issues of activation of innovation and investment processes is an important problem in modern science. The main condition for innovation and investment development is activation of innovation and investment activity, which belongs to the systemic issues of macro-, meso- and micro levels. Constant implementation of investments in innovation and innovation in investments makes it possible to achieve an increase in the economic effect, which, in the mass character of its application, will significantly improve the overall situation in the country.
