Mykhtunenko V. I. Hurlyand's scientific-pedagogical and public-political activities.

The thesis is devoted to the relevant problem of studying the life and activity of little-known personalities of the Russian Empire. After all, in the events that took place at the beginning of the 20th century in Russia, the great role has played higher bureaucracy. Because of the harsh hierarchy of state power, bureaucracy had a decisive influence not only within its sphere of competence, but also far beyond. That is why, the study of I. Hurliandʼs public and political activity, whose belonging to the highest echelon of power structures had influenced the formation and implementation of many important decisions, is relevant for a correct understanding of the government policy of tsarism in the early twentieth century. In the thesis analyzes the process of the rapid ascent to power of I. Hurliand. An analysis of the accumulated experience of political and state activities of I. Hurliand provides an opportunity to more in-depth study of general trends in the system of higher state administration in Russia. Study of I. Hurliand political activity makes it possible to distinguish the features of the functioning of the state apparatus in different periods: both relative stability in the life of the state, and in the years of crisis. The thesis combines research not only scientific, pedagogical and journalistic heritage of I. Hurliand, but also highlights the evolution of his political views. There is identified the personality traits that helped I. Hurliand to achieve recognition from the autocratic regime. Thesis, which studies the personality of I. Hurliand, is in fact the first complete scientific research. Made a scientific reconstruction of the mechanism of the rapid political rise of I. Hurliand in the process of writing this research. Based on both published and unpublished archival sources, the biography of I. Hurliand was widely studied and his role in the political arena of Russia was determined. Made the in-depth analysis of I. Hurliand's relations with prominent representatives of the bureaucratic elite of the Russian Empire. The practical significance of the obtained results is determined by the scientific novelty and consists in the possibility of their application in research, educational and applied purposes. The statements and conclusions formulated in the thesis can be used in further scientific researches. The works published by the scientist are designed to expand the field of scientific research on World history, the history of Slavic peoples and source studies. The scientific work can be used to write complex works on the history of the Russian Empire and the history of Russia in general, the preparation of special courses on the modern history of Russia and the courses of lectures.
