The thesis is devoted to theoretical and practical definition of a scientific problem concerning the implementation of the contours of socialization of clustering process and the development of organizational and economic principles for achieving regional development trends based on the dissemination of the process of clustering in the region. The essence and contours of socialization of the regional economy are investigated. The following contours are chosen: reduction of poverty and destitution; increase of the level and quality of life of the population; health care, nutrition and human protection; improvement of living conditions and providing better life opportunities; free access to qualitative and competitive education; increase in the productive life of a person; overcoming of asocial manifestations in the workplace; competitiveness and non-discrimination in trade; ensuring of full employment, decent working conditions, reduction of unemployment; environmental defense; ensuring of financial stability and achieving a sustainable economic growth in the regions of the world.
Scientific approaches to the definition of the essence of the concepts "cluster" and "clustering in the region" are generalized and systematized. It is proposed to consider "clustering in the region" as an organizational process for the creation and infrastructure maintenance of the cluster, based on the coincidence of interests, aspirations and expectations of the participants, which results in socialization, that is, the process of raising the level and quality of human life and obtaining on this basis the steady trends of region's economic development, the growth of the gross regional product.
The ten principles of the process of effective involvement of cluster participants in cooperation, namely: competitive cooperation, synergy, integration interaction, coordination, mobility, specialization, encouragement, trust, orientation and socialization, are substantiated. The simultaneous action of these principles should result in the implementation of the contours of socialization of clustering process.
The sequence of stages of clustering process in the region is structured. The process of clustering consists of six consecutive stages: formulation of the idea of a cluster, formation of a working group, analytical and forecast assessment, elimination of "bottlenecks", direct functioning of the cluster and monitoring of the results of its activities.
The diagnostic approach to assessing the preconditions of socialization of clustering process in the region is substantiated. Methodological approaches to the estimation of the degree of distribution of clustering processes in the economy of regions are developed. The research of the effectiveness of the regional economy's socialization, depending on the intensity of clustering processes in the region, is studied.
A toolkit for diagnosing the socialization of clustering process in the region has been formed. The conceptual bases of implementation of the contours of socialization of clustering process in the region's economy are substantiated. The scenarios of regional social development in the case of creation of clusters in the region are grounded.
