The dissertation is devoted to scientific substantiation of theoretical and methodological provisions and practical recommendations on the formation of cluster policy for the development of the construction complex of the regions of Ukraine. Theoretical bases of the formation of cluster policy as an important direction of providing of regional development of the construction complex in the modern economy are expanded. The preconditions of cluster policy formation are investigated. Scientific approaches to the definition of the content of concepts "cluster policy", "regional", "construction cluster", "cluster policy of construction complex development" are summarized and systematized. The category of cluster policy for the development of the construction complex of the regions of Ukraine is defined as an integral part of the state policy, a set of tasks, methods and tools (legislative, administrative, economic) that are aimed at supporting, encouraging and integrating the potential of the construction complex and related industries in accordance with the existing opportunities and needs of regional development. A methodical approach to assessing the potential of regional clustering of the construction complex based on the use of statistical multidimensional average method, taking into account the performance indicators of production activities, investment, financial, resource efficiency and staffing of the regional construction complex has been proposed. The features and characteristics of the development of the construction complex of Ukraine are determined. Three groups of problems of the formation and development of cluster policy of the regions of Ukraine are identified, which are systematized and classified into three groups: the first group – the problems of the national level; the second group – the problems of the regional level; the third group includes the problems of clustering of the construction complex of the region, which has made it possible to substantiate the need to form an innovative model of cluster policy. The potential of regional clustering of the construction complex of Ukraine is estimated using economic and statistical methods for analysing certain indicators of cluster formation. The results have revealed the disproportion of regional development in terms of clustering potential of the construction complex of Ukraine, which allows to form an integrated vision of methodological foundations of the formation of cluster policy model for the development of the construction complex of the regions of Ukraine. Conceptual approaches to the formation of an innovative model of cluster policy for the development of the construction complex based on the "region – activities" paradigm have been developed, which makes it possible to substantiate theoretical and methodological approaches to the formation of an effective cluster policy taking into account the system-synergetic aspects of the construction complex, to ensure the activation of innovation activities and competitiveness of construction clusters, the development of small and medium businesses, the creation of positive effects, which appear as the result of the functioning of the construction cluster. A management approach has been proposed for diagnosing the priorities of cluster policy for the development of the construction complex of the regions of Ukraine based on a phased complex method, including: diagnostics of the potential of the regional construction cluster; analysis of the conditions for creating a cluster in the region, express diagnostics, which has made possible to determine the high clustering potential of the construction complex according to the directions of the latest construction trends.
