The scientific-theoretical, methodological and applied foundations of regional innovative development in transformational changes` conditions are summarized in the dissertation. The approaches to the process of innovative regional development support and understanding of its essence are analyzed. Structural and target components of the innovation potential are substantiated and the conclusion is that its managerial component in the market economy is of prior importance.
The object of the study is the processes of innovative development activation in the regional dimension.
The subject of research is a set of theoretical-methodological and organizational-practical foundations of providing prospects for innovative development within the territorial economic system, in particular, the region.
The institutional support functionality of innovative region development, which is manifested in its three components: legal, organizational and economic, is studied and systematized. The institutes are structured according to formal and informal approaches (rules), with outlining their opportunism.
The innovative development principles of the regional economic system are summarized. So it makes possible to achieve a synergistic effect, where effective innovative approaches are an important factor adapted to favorable territorial conditions of development. Opportunities for its provision with the justification of organizational standards for creating an effective innovation environment, where long-term priority economic activities will function effectively and profitably.
Methodical approaches to the study of the innovative regional development through the prism of a complex and dynamic socio-economic system, where the interconnection and interdependence of phenomena in the production process, distribution, exchange and consumption of material goods under conditions of strengthening and necessary activation of spheres` and types` of economic activity innovativeness are considered also influenced by multifaceted factors that contribute to or hinder innovation in regional growth.
The state and dynamics of innovative development of the Carpathian region and Ukraine as a whole are studied. Some tendencies concerning a decrease in industrial enterprises` innovative activity are revealed.
The set of innovative indicators was analyzed, which facilitated to detail analytical evaluation of innovative development regional peculiarities and detection of innovative potential of priority economic activity spheres and types.
The innovative regional development matrix is made by the author with the evaluation results` interpretation, which is differentiated by six levels and allowed to define the innovative regional development stages. This concerns, first and foremost, the reduction in innovation activity and further requires the implementation of eco-innovations in the regional development process to preserve the environment. As well as the need to implement innovative strategies` projects of this development based on start-ups and innovative technologies. It will ensure modernization and increase the efficiency of the system functioning.
Foreign experience of innovative economic development and its institutional support is considered. In this context, the study results allow us to conclude that it is advisable to familiarize with the peculiarities of institutional support formation and development for innovation of the world economy, including the USA, the Member States of the European Union, CIS, Japan, China, Vietnam, and others.
A generalized model of factors to the innovative regional development with the formation of an effective regional management core is made by the author, which activity will contribute to the process of innovative projects and programs, smart specializations implementation; attracting investment resources, the latest developments, and technologies, venture capital, etc. The revitalization of this activity will also concern the formation of an innovative strategy for regional development, taking into account its specific features and potential innovative opportunities.
A multi-regression multifactorial model of innovative regional development has been constructed and calculated. This model will take into account approaches to the conservation of the natural environment. According to the results of the estimation, it is determined that the greatest impact on innovative regional development has its environmental situation state.
