Akhromkin A. Development of regional energy policy based on energy efficiency and energy conservation

The thesis is dedicated to the development of theoretical foundations and practical recommendations for the development of regional energy policy based on energy efficiency and energy conservation based on the formation of regional energy construct development policy, tools and constructive proposals for its implementation. The substantive content of the term "regional energy policy" has been clarified and its instruments has been developed through the classification. The reciprocal relationship between the terms "energy efficiency", "energy conservation" and "energy saving" has been defined. The directions of energy policy optimization of Ukraine and its regions, taking into account the world experience have been grounded. The sequence of conducting situational analysis of regional energy policy implementation has been formed, and the approach to the analysis of regions electric grids development and the way of effectiveness evaluating of regional energy policy implementation have been improved. The construct of regional energy policy development has been developed and the feasibility of implementing public-private partnership has been substantiated. A strategic map of energy efficiency of region industry and regional energy policy based on energy efficiency has been developed and the indicators of regional energy policy development on the principles of energy efficiency and energy conservation have been predicted.
