In the dissertation theoretical bases and practical recommendations on the improvement of tools for forming the optimal territorial structure of regional economy have been developed.
The genesis of the development of territorial structure of regional economy is studied and the essence of territorial structure of regional economy is specified. As a result, territorial structure of the economy should be considered as the optimal spatial ratio in the location of territorial, industrial, social, infrastructural and natural objects, as well as their complexes (associations) with characteristic stable connections, which are endowed with certain functions aimed at sustainable socio-economic development of the region to ensure high standards of quality of life and well-being of the population. The role of clusters as components of territorial structure of regional economy is substantiated. Based on the synthesis of theoretical and methodological studies of cluster theories, the thesis is formed that complex and dynamic management processes lead to the integration of different kinds and types of clusters, making it possible to create a new form of territorial organization – cross-cluster, which is formed at the intersection of different kinds and types of clusters. A methodical approach to formation of the optimal territorial structure of regional management is developed, which is based on clustering of territories and allows to analyze changes in the main parameters of their organizational, economic and financial support, to establish interregional differences.
The foreign experience of formation of territorial structures is generalized, the results of which show that the intensification of cluster formation process begins when a wide range of participants is involved, among whom state and regional (territorial, local) authorities play an important role. The assessment of organizational and economic preconditions of territorial clustering is carried out. Financial preconditions of territorial clustering are analyzed. Problems that slow down the processes of decentralization and territorial reform have been identified: public distrust of the authorities, lack of an institutional component, insufficiently correct activities of certain mass media, and the presence of corruption schemes, in particular in the field of land issues.
Conceptual bases of formation of territorial structure of regional economy are determined. Conceptual models of organizational, economic and financial support for formation of territorial structure have been developed. A matrix of differentiation of territories is developed, the elements of which are determined by conceptual models of organizational, economic and financial support of the optimal territorial structure of regional management, which are based on quantitative estimates of indicators. The scientific approach to modeling of territorial structure of regional management which is focused on creation of a cross-cluster as a unit of territorial structure is offered.
