The work was performed at the PHEI “Academician Yuri Bugay International scientific and technical university”.
The dissertation is devoted to deepening of theoretical positions and development of theoretical-methodical and applied bases of activization of involvement of regional economy`s modernization endogenous factors in the modern conditions.
The conceptual and categorical apparatus of the development of productive forces and regional economy theory was further developed by clarifying the essence of such concepts: “regional economy`s modernization”, “endogenous factors”, “economic security of the region”.
The conceptual provisions of regional economy`s modernization are proposed, based on a system of principles, which is a set of general economic principles aimed at identifying and harmonizing general economic processes of phenomena and specific principles: modernization of regional economy`s and principles of activating endogenous factors in regional development. The tasks of regional economy`s modernization in relation to: innovative, social, economic, inclusive, ecological development of the economy of the regions and endogenous resources of the regions, taking into account the purpose of regional economy`s modernization. The criteria of regional economy`s modernization are formulated taking into account the substantiation of the system, resource-functional and synergetic approaches to the modernization of the regions.
The methodical approach of economy`s regions economic development estimation is offered and its approbation is done which includes such successive stages, as is carried out: substantiation of theoretical bases of the methodical approach; establishing a system of evaluation indicators and their grouping using the method of expert evaluations T. Saati; calculation of integrated indicators and complex integrated indices; identification of the most influential indicators in groups and integrated indices; modeling the influence of indicators and indices on the values of integrated indices of regions using the method of matrix game to determine the impact of the most influential endogenous factors on the regional economic development by optimizing the choice of game strategy by the coefficients of influence of endogenous factors on the complex integrated index for two regions close to the value of the complex integrated endogenous index.
The expediency of forecasting regional economic development under the influence of intensification of regional endogenous factors using Gauss` data smoothing method is proved.
Strategic directions to activation of regional economy`s modernization endogenous factors are developed, which are based on strategic priority of regional economy modernization on innovative basis, correspondence to tendencies of globalization processes, integrity, orientation on endogenous resources, expediency and priority.
The principles of ensuring the economic security of regions using a comprehensive multi-purpose approach by regional and local authorities to maximize endogenous resources ensure the sustainability of economic growth of regions, their financial self-sufficiency and inclusive development. It also provide for a multi-purpose approach by regional and local authorities to: import substitution, based on the concept of maximum use of endogenous resources and production of import-substituting products focused on the domestic market, and the transition to export-oriented policies of the regions; intensification of attraction of investment resources for regional economy`s modernization, including through public-private partnership; intensification of innovation activity and development of innovation infrastructure (innovation business incubators, innovation regional funds, consulting regional innovation centers, venture funds, technology parks, industrial parks); development of logistics platforms to ensure spatial and temporal optimization of trade in the region; stimulation and support of small business; information transformation based on the development of the information sphere and its infrastructure. This will provide a synergistic effect to ensure the introduction of an innovative basis for regional economy`s modernization.
