Zelenskyi S. Organizational and economic support for the formation of the strategy of socio-economic development of Ukrainian cities

The thesis is devoted to actual problems of improvement of organizational and economic maintenance of strategies formation for social and economic development of the cities of Ukraine in the conditions of the occurring European integration and decentralized transformations. Theoretical and methodological bases of strategies formation for development of cities are investigated, necessity of changes in management paradigm, introduction of effective methods of participatory proactive strategic planning which increase level of involvement of stakeholders is shown. The need to identify the range of dominant values of stakeholders that reflect the picture of the world, determine the interests and needs, determine the level of significance of specific things, determine the behavior. Identifying values will improve the organizational support of the process of forming a strategy for sustainable development of the city. The specifics of the city as an object of management were revealed, which showed the expediency of using price logical modeling to diagnose the level of sustainable development of the socio-economic system. The methodical approach for an estimation of the reached level of sustainable development of the city which will allow choosing strategic priorities, to substantiate the basic tasks on the directions of applied resources and efforts is formed. Using this approach requires concerted action and decisions by stakeholders. A methodological approach has been developed for the formation of a strategy for sustainable development of the city on the basis of a stakeholder-oriented approach in terms of refining models of cooperation and their effective interaction. The tools of diagnostics of the spectrum of dominant values and identification of stakeholders are presented. A set of organizational support for the formation of a strategy for sustainable urban development has been developed, which includes an adapted set of management methods and tools, strategies for cooperation and communication in accordance with the identified range of stakeholder values and brings strategic planning technology closer to European standards.
