Pastushenko V. Administrative and legal status of the international state administrations in Ukraine

The categorical, substantial and essential scientific understanding of the legal nature of the administrative and legal status of local state administrations in Ukraine is revealed. The boundaries and specific legal content of the legal status of local state administrations in Ukraine are revealed. The philosophical and legal nature of the principles of administrative activity of local state administrations in Ukraine is a set of guiding principles based on the humanitarian values of natural law on which the administrative activity of officials and bodies of local state administrations is based. The elementary composition of legal elements in the analysed sphere, which include administrative legal personality, tasks (functions), administrative duties and rights (competence) and administrative (special disciplinary) responsibility, has been determined. The extent of proper and necessary social and legal useful behaviour of officials and bodies of local state administrations in the performance of their functions and administrative rights, as competencies granted to them for the effective performance of administrative duties, is thoroughly disclosed. A comparative characterization of the efficiency of administrative activities of local public authorities in some EU member states and in Ukraine has been made. The directions and concrete offers of changes and additions to the legislation concerning improvement of the administrative and legal status of local state administrations in Ukraine are offered.
