Dziubynska O. Mechanism of utilization of household waste resource potential of the region on the basis of a circular economy

The question of waste is related with the origin of resources. The efficiency of resource use determines how critical the situation with waste generation can be. It is now imperative to seek and apply new conceptual approaches to the formation of resource potential, based on a rational ratio of primary and secondary resources. The ratification of the circular economy model can be a panacea in the formation of a new philosophy of waste management. The main purpose of the study is to substantiate the theoretical and methodological principles and practical recommendations for the formation of the mechanism of using the resource potential of domestic waste in the region based on circular economy. The first chapter of the work examines the architectonics of the circular economy model; the classification of resources and the place of resource potential in the resource ecosystem of the region is specified; the institutional basis of realization of possibilities of use of waste resource potential in the region is investigated. An approach to the classification of resources, which division resources into tangible, intangible and mixed, is proposed. That allowed identifying and justifying the stages of resource life cycle. Taking into account the world experience and national realities of institutional transformations in the field of household waste management, the scheme to ensure regional resource self-sufficiency is proposed. It is based on the rationalization of organizational relations in regional subsystems. The second chapter presents the analysis of waste generation by regions of the country; investigates the regional practices of waste management; analyzes the business sector of the regional economy in the field of waste management and the situation with the use of the resource potential of waste. The analysis of waste generation by regions of the country and the study of existing waste management practices showed that waste creates a significant load on certain elements of regional resources. The dependence of waste reduction in landfills and the growth of innovativeness of the economy was established. This can be the result of responsible consumption and production, which is an indicator of waste reduction and an increase in recycling and reuse. The calculation of the index for the regional level is proposed through the gross regional product, which reflects the production potential of the region, taking into account the export and import of regional goods. In the third chapter, the scientific and methodical approach to express diagnostics of transformation of the regional environment of waste management to the model of circular economy is offered. The mechanism of realization of circular economy model in the sphere of household waste management, representing a set of levers and tools of functional triad "interest-activity-stimulus" is proved. It is proposed to develop the support of social entrepreneurship in the sphere of waste management. Social entrepreneurship, as a lever of private interest, will solve the problems of waste processing on the principles of inclusion and duality of goals. The life cycle of the resource, its classification into primary and secondary, allowed to distinguish the functions of the forward and the future logistics. The creation of a logistic network of territorial regional communities for the collection of resource-intensive components of household waste was justified.
