Essay

The thesis is devoted to the study of theoretical and methodological principles and practical aspects of the municipal waste management systems functioning at the regional level as a prerequisite for achieving sustainable development of regions. The paper summarizes the approach to define the concept of solid waste management systems considering the principles of systematization, identifies organizational, institutional, financial, technological and other shortcomings and gaps in the current waste management system at the regional and local levels. The state of waste management at the level of individual settlements, communities and regions is substantiated to be at a critical level and to require comprehensive approaches to address existing problems. The analysis of the national goals of sustainable development for their connection with the field of waste management allowed to set the main goals for the waste management system, which will ensure the systemic transformation of this sector. The study of world experience has demonstrated the relevance of the integrated regional waste management systems organization to ensure sustainable regional development and sustainable development of the country. The priority criteria for decision-making on determining measures for solid waste management at the local level are analyzed. It is found that most attention is focused on some economic aspects, while other important indicators that ensure the complexity of the system are considered secondary, which also causes problems in the field of management and treatment of solid waste. The experience of waste management systems assessment in terms of their level of development is studied, the methodology of assessing the level of regional waste management systems development based on the methodological approach used in the leading EU countries is proposed. An assessment of the level of systems development as a whole and their individual components to determine the most problematic sectors on 15 indicators, considering economic, technical, organizational aspects of the waste management system. All regions are characterized by low development of the waste management system, disproportions of regional development are revealed. The regions are classified according to the level of regional systems development by cluster analysis, it was found that the most discriminatory indicators are the average tariff for waste management for the population, financing of waste management, landfills area, waste collection per capita, and rates of waste recycling sector development. The paper examines the relationship between socio-economic development of the regions in the waste management sector, in particular the development of the subsystem of solid waste collection in the context of coverage of waste collection services. The human development index based on socio-economic indicators for the regions of Ukraine was calculated. The paper identifies key groups of stakeholders involved in the functioning of waste management systems, their characteristics, roles and interests are presented, tools for their interaction, conflicts and contradictions in the field of waste management are identified. The directions of increase of waste management regional systems efficiency considering the national purposes of sustainable development are offered in the thesis. Improving regional waste management systems in Ukraine requires comprehensive measures, including the following: formation of a municipal waste management system using basic management functions that will ensure the integrity of the process, intensification of innovation on the basis of knowledge economy, improvement of information and analytical support of waste management system, intensification of cooperation to jointly address waste management issues, improve the waste collection system through the widespread introduction of the principle of "extended producer responsibility", improve the system of processing and disposal of household waste through the introduction of PPP principles.
