Meleshko K. Organizational and economic principles of managing a region’s tourism and recreation potential

Peculiarities of and development trends in the tourism sector in Ukraine and its regions are analyzed, a number of problems in managing and utilizing the available tourism and recreation potential are identified. The interpretation of the region’s tourism and recreation potential concept is substantiated. The methodological approach to forming the areas of providing organizational and economic management of a region’s tourism and recreation potential is developed. A management model of a region’s tourism and recreation potential is suggested, taking into account both its management functions and levers of influence on it. The ways of improving the mechanisms of state support for the development of tourism and recreation sector are suggested, among which an important place is given to the creation of regional tourist information and analytical centers. Structural and functional connections in the management system of the region’s tourism and recreation potential are determined. The factors of organizational and economic support are classified. The nature and recreation component of the tourism and recreation potential of the Kharkiv region is analyzed. Methodological support for assessing the infrastructural component of the region’s tourism and recreation potential, based on expert assessments, has been developed and tested in the Kharkiv region. Methodological support for assessing the management and utilization of the region’s tourism and recreation potential, based on the system of indicators, has been proposed and tested in the Kharkiv region. The main areas for providing organizational and economic support for the management of the Kharkiv region’s tourism and recreation potential are offered separately for each component of the potential under study.
